Four Essential Activities of the Kids Council/CSCC include:

Regional Needs Assessments
Coordinating activities to identify regional and community needs.

Planning and Coordinating Interventions
Organizing activities and working with individuals, committees and/or communities to address an issue or identified need. Efforts are to improve the health and well being of children and families in Region II by improved planning, promoting partnerships, and eliminating duplication.

Administering Refinancing Claims
Working with six partner agencies to administer a process called refinancing. Refinancing results in grant funding. Partner agencies include:

  • First District Public Health
  • Northern Plains, Peace Garden, and Souris Valley Special Services
  • Northeast and Northwest Juvenile Courts

Regional Grant Distribution
Overseeing the awarding and management of regional grant opportunities.



The Region II Children's Services Coordinating Committee (CSCC) known as the Kids Council was approved in 1993 by the Fifty-third Legislative Assembly

The Region II CSCC adopted the Kids Council as a nickname to better convey what the organization is all about. Just as a city council is responsible for planning, coordinating, and funding activities in a city, the Kids Council assumes this role in Region II of ND.

It is the mission of the Kids Council/CSCC to support and develop community based family focused services. The vision is that the health and well being of children and families in Region II be significantly improved through investing in the creation of new programs, the enhancement of existing services, and the strengthening of family and community partnerships

The Kids Council/CSCC is a "grass roots" planning and decision making organization that operates under a Board of Directors and committee structure that includes the active participation of parents and professionals from the seven counties.
